Determine if the supplied URI refers to the file system.
Exceptions:
OutOfMemoryException
Thrown when a low memory situation occurs.
Parameters:
uriAsString
The URI as string.
Returns:
True if file, false if not.
Determine if \network and file:///network/filesystem/file are file URIs.
