Roles and permissions
Each member of an organization has one role: owner, admin or member. Billing access comes with the owner role, or from the billing manager designation an owner gives.

What a billing manager can do
The designation adds billing to an admin's or member's role and changes nothing else. Owners can do all of it through their role. For anyone who is neither, the Plans and Billing tabs don't appear.
